In real-estate transactions, the frequently encountered concepts of zoning implementation, subdivision and amalgamation are easily confused. All three are official operations that change parcel boundaries, but their purposes and scope differ. Below we explain each and when it is needed. (These are cadastral operations specific to Turkish zoning law.)
Zoning implementation
Zoning implementation is the operation of converting the irregular parcels in an area — in line with the zoning plan — into roads, green space, social amenities and orderly development parcels. Its best-known form is the land and plot arrangement carried out under Article 18 of the Turkish Zoning Law No. 3194.
In this operation, the municipality or authority collectively reshapes the parcels in the arrangement area. A Development Participation Share (DOP) is deducted for the areas allocated to public use. Zoning implementation is not an individual request but a planned arrangement, usually covering a whole area.
Subdivision
Subdivision is the division of a single parcel into more than one parcel in accordance with the legislation. For example, splitting a large plot into smaller parcels that can be sold or built on separately.
What matters in subdivision is that each new parcel that emerges meets the minimum conditions of the zoning plan and regulations (frontage, area, road access). Otherwise the operation is not approved.
Amalgamation
Amalgamation is the merging of more than one neighbouring parcel into a single parcel. It is the reverse of subdivision. It is usually done to:
- create a single parcel large enough for major building projects,
- simplify fragmented ownership,
- use development rights more efficiently.
The parcels to be merged must be adjacent and their ownership status suitable.

- Zoning implementation → collectively arranges an area per the zoning plan (by the authority).
- Subdivision → multiplies by dividing one parcel.
- Amalgamation → unifies several parcels into one.
Common thread: precise measurement and process tracking
All three operations rely on a solid measurement basis for a correct result. A wrong boundary measurement means rejection during approval, disputes with neighbouring parcels, or the cost of later correction.
